Cautero comes to Citrus County with controversial history

Vince Cautero, who is Citrus County Administrator Brad Thorpe's choice to replace reassigned County Development Services Director Gary Maidhof, comes to the county with a controversial history behind him.

According to Naples News and Southwest Florida Online, Cautero had to resign from his Collier County post in Southwest Florida following controversy over a golf course.

"Vince Cautero, Collier’s development czar, resigned in 2000 after a county audit revealed that employees of his department who failed to collect $2.4 million in impact fees from golf courses had gotten free rounds of golf," according to Naples News. (Story here)

Southwest Florida Online alleges that when Cautero was in Hendry County as the county planner, he was not licensed by the state as a building official, but gave "marching orders" to Building and Zoning director Bob Bott. (Story here)

The publication says that Cautero does have certification from the American Planning Association as a planner. "To become a certified planner, APA members must meet certain education and experience requirements and pass a written examination, given twice a year, in May and November. Cautero has been a member of the Association since 1986," the publication says.

Southwest Florida Online also quotes Collier County Commissioner Frank Halas as saying Cautero was the "darling of the developers." The commissioner accused Cautero of bending or ignoring rules to allow developers to get their wishes.

Cautero also served as Community Development Director for Marco Island before resigning and going to Hendry County. He told Marco Eagle News that his annual salary at his new job in Hendry County would be $95,000, compared to the $84,978 he made with the city. (Story here)

"Community Development Director Vince Cautero left his post Aug. 4 (2006)  for a similar one in Hendry County in order to qualify for a better pension from the state retirement plan," Marco Eagle News says.

Prior to leaving for Collier County, Cautero served as Citrus County Development Services director for the county from 1990-95. Prior to serving as the director of Citrus County’s Development Services, Cautero had served variously as the county’s Planning Director, chief of Comprehensive planning and Planner II.

Presently, a five-member panel of "senior Citrus County managers", including County Administrator Brad Thorpe, has now picked Cautero as the top candidate for Development Services Director after interviews with the final dozen candidates, and Cautero will now go before county commission on Sept. 14 for confirmation.
 
Cautero has a master’s degree in Urban Planning with a specialization in Land Use and Environmental Planning from the University of Illinois at Urbana-Champaign.

 Just what we need in Citrus Co. Another person that can be bought and paid for by developers'. And people wonder why we are supporting Florida Hometown Democracy Amendment 4?  We want our state back! And we want people employed by County and City governments to have to listen to the people!

Recycling Former Employees

I see a path to nowhere when decisions to recycle former employees in key management positions are made.  Let's hope the county commission will demonstrate their critical thinking skills when they handle this case and decide if the due dilligence warrants a second chance in a major role to Citrus County's future.

New DDS

 How can the County's HR Director put this guy's application forward?  And "senior management" thinks he's the leading candidate for the job?  This guy's record according to this and other news reports is shady enough to grow mushrooms!  
 
What does the county Personnel Manual say about former senior managers being subject to re-hire?  "We'll take them back as long as they aren't in jail?"

Tree-hugger Perspective

Vince and I have found ourselves on opposite sides of several land use issues here in Hendry County. As one of the few certified tree-huggers in these parts, I'm accustomed to professional disagreements. But it is unfair to extend a difference of position into insinuations regarding a person's integrity.
I have seen how Vince conducts himself in Hendry County and I've been impressed. As a county employee, Vince does his best to implement the planning and development vision of the elected commissioners in a manner consistent with state laws and agency rules. He runs his department in a professional manner and has always demonstrated exceptional technical competence in his job. Vince has also been an energetic, compassionate leader of local and regional civic organizations.
Whatever approach to development Citrus County might choose for itself, I believe Vince would implement it effectively, professionally, and with integrity.
While I'm probably picking another fight with Vince, I encourage Florida voters to support Amendment 4, Hometown Democracy.

Vince - Tree-Hugger Perspective - Oh Boy!

Hey Tree-Hugger - You found him to run "his department in a professional manner", "demonstrating exceptional technical competence?"   Have you read anything coming out of Collier County about him, his department, lost impact fees and other ethical challenges during those years?   Just talk to some of the folks who were here in CC when he was DDS.  they'll tell you about his technical incompetence....
"...does his best to implement the development vision of the commissioners" is the most telling...    when he's here, the commissioners will have a ready & willing assistant to create rooftops and driveways all over the place.   There'll be no further check & balance on insane development.
Crank up the concrete mixer guys!  Vince is back in town!
 

Oh Boy!

Hendry County is where Vince Cautero works now and where he runs the county planning office.  I don't know anything about his previous experiences in Collier or Citrus, but here in Hendry County he plays by the rules and treats people and their concerns with respect. 
While our slow-growth perspectives seldom carry the day, it's not because of resistance from Vince.
As other posted comments point out, it is with the development vision of county commissioners and the general public that we have difficulties. The BOCC makes the decisions and sets the agenda for a county and its staff. 
If we lose these battles in the county commission campaigns then we have to do battle on the technicalities of permit applications, DCA reviews, legal petitions, etc. But we don't resort to baseless character assassination.
